On 02/20/2018 Sgt. Richard W. Shailor of the Rehoboth Police Department observed a suspicious vehicle on Baystate Rd. As he caught up to the vehicle a passenger in another vehicle flagged him down and advised Shailor that the vehicle had almost struck another car head on. They further advised the Sergeant that the vehicle narrowly missed striking a telephone pole. Sgt. Shailor attempted to catch up to the vehicle and ultimately found that it had crashed in the area of 466 Winthrop St. The vehicle had struck a large decorative stone in front of a business. The impact threw the 2,000+ pound stone 25 feet. The vehicle suffered heavy font end damage and came to rest in the front yard of 474 Winthrop St. Off. Mark Wetherell and Officer Louis DiBacco responded to the scene to assist with the incident. Further investigation at the scene led officers to believe the operator was under the influence of drugs. Officer Donald Cormier, a trained Drug Recognition Expert from the Somerset Police Department responded and assisted with the investigation. As a result of the investigation Kenneth Carter age 37 of Seekonk was arrested by Officer Wetherell and charged with OUI Drugs, Negligent Operation of a motor vehicle, Speeding, and a Marked Lanes Violation. Carter was later released on personal recognizance and was scheduled to be arraigned on 2/21/2018 at Taunton District court. The Rehoboth Fire Department and Rehoboth Ambulance assisted at the scene as well as a second accident at the location caused by onlookers to the first accident.
